| Mr. Qinan Ji - Chairman of the Board and CEO |
Mr. Qinan Ji joined China Natural Gas in February 2005 bringing with him more than 20 years experience in the energy and petroleum industry from the operational, administrative, managerial and government al aspects of the market. Before joining CHNG, Mr. Ji founded Sunway Technology Industries Co., Ltd., in September 2001, where he served as Chairman and General Manager. In June 1990, Mr. Ji became a member of the Commission of the Chinese People's Political Consultative Conference representing Weinan City. During this time he also served as Chairman of the Board of Weinan Anxian Petroleum and Chemical Co. Ltd. Earlier in his career, Mr Ji founded and ran Weinan Anxian Trade & Industry Company. Mr Ji received a bachelor's degree in Economic Management from Northwest University ( Shaanxi ). |

| Mr. Zhiqiang Wang: Vice Chairman of the Board |
Mr. Zhiqiang Wang was named Vice Chairman and an Independent Advisor of China Natural Gas in 2004. From 2002 to 2004 Mr. Wang served as the Chief Executive Officer of Xi'An Municipal Government Construction Company where he was in charge of the city's major construction projects. From 1992 to 2002 Mr Wang served as Vice Mayor of the City of Xi'An as well as Head of the Energy Industry Regulations Committee, in which he was responsible for regulating and licensing the city's energy and natural gas businesses. In 2004 Mr Wang retired from public practice and has since served as an independent advisor to the management of CHNG. Mr. Wang graduated from the Northwest College of Law ( Shaanxi ) in 1962. |

| Lihong Guo : Chief Financial Officer |
Ms. Guo has over 12 years of financial experience at various companies in China, including previously serving in the role of Chief Financial Officer. Most recently, from September 2005 to July 2007, Ms. Guo was the Chief Financial Officer of Aoda Enterprise Group Co., Ltd. Prior to that, Ms. Guo served as director of Finance of Xi'an Yangsen Pharmaceutical Ltd., a subsidiary of Johnson & Johnson Company. Ms. Guo received her bachelor's degree in economics and management from Shaanxi Normal University in 1987 and her MBA from Northwest University in Shaanxi, China, in 2002. |

| James A. Garner, Board Member, Chairman of Compensation Committee |
Former Mayor Garner brings over 30 years of business experience and political contacts to China Natural Gas. During his 16-year tenure as Mayor of Hempstead, New York, until his retirement to the private sector in April 2005, Mayor Garner was instrumental in improving the business and living standards of the people of Hempstead and was largely responsible for what has been called the "Business and Residential Renaissance of Hempstead," in addition to being an accomplished city manager and renowned politician. His accomplishments in city management and policy have won National recognition and awards from agencies such as the US Housing & Urban Development Group and the American Planning Association (APA).
In June 2003, Mayor Garner was elected the 61st President of the United States Conference of Mayors. In this role for the Conference he traveled throughout the world lecturing on management methods to achieve the economic, cultural, and community goals of US cities. An accomplished Republican, Mayor Garner is a regular guest of honor in the US Congress and the White House. Mayor Garner holds a Bachelor of Science Degree from Adelphi University and an Honorary Doctorate Degree of Civil Law from Molly College . His business acumen led to his appointment as a delegate to the 1986 White House Conference on Small Business. Mayor Garner has won numerous awards including National Minority Businessman of the Year and was recently appointed to the United States Small Business Administration's National Advisory Council. |

| Yuman Chen: VP Marketing |
Ms. Yuman Chen was named Vice President of Marketing and Development in early 2005 having joined China Natural Gas Finance Department in January 2000 and later serving as Manager of Operations. Ms. Chen began her career at the Baishan City Commerce Bureau in Jilin Province in 1986. Ms. Chen received her degree in Economic Management from Northwest University ( Shaanxi ) in July 1996. |

| Liangzhong Li: VP Construction |
Mr. Liangzhong Li was named Vice President of the Pipeline Network Construction and Gas Installation Group in February 2005. Prior to joining China Natural Gas Mr. Li served as Vice General Manager of Leqing Pipeline of Liquefied Oil Gas Company in Zhejiang Province. Mr. Li began his career in 1979 and spent over ten years at Weiyang Diesel Machinery Company in positions of increasingly advanced responsibility. |
